Adult Services and Homeless Assistance

These units provide specific emergency assistance services provided to the homeless, which may include payment for shelter placements, rental payments, rent security, security deposits for utilities (which does not include payment for old utility bills),
and money for furniture.

Adult Services

The Adult Social Services Unit provided the following services to clients:

  1. Under the terms of The Rooming House Act of 1979 they are mandated to provide services to all residents of licensed rooming houses. Additionally, according to the mandate, at least one visit must be made to every rooming house annually, and two visits must be made to every boarding home and residential health care facility in Union County.

  2. The unit conducts screenings of homeless persons in the City of Elizabeth, and makes relevant referrals to the Municipal Welfare Office in the City of Elizabeth.

  3. The unit makes referrals to food pantries for all Non-Public Assistance Food Stamp recipients, and in cases in which individuals are ineligible for Food Stamps or have not received Food Stamps during a certain period for which they were eligible.

  4. The unit provides all emergency assistance as outlined under IV-A to recipients of SSI.

  5. The unit serves as the second line provider of adult intervention and protection when the state contracted agency is overloaded.

  6. The unit responds to inquiries, provides counseling, makes referrals, and provides information to the general public as appropriate.
